  • Who must report: Any US person, including financial institutions, that holds, blocks, unblocks, or transfers property subject to OFAC sanctions reporting requirements.
  • Responsibility: The person or entity that controls, holds, transfers, or releases the property is primarily responsible for reporting, even if another party files the report on its behalf.
  • Unblocked or transferred property report: Must generally be submitted within 10 business days after blocked property is unblocked or transferred, unless a reporting exception applies.
  • Report contents: Reports must identify the blocked property, sanctions target, value, relevant transaction details, and legal authority for the blocking or release.
  • Filing method: Reports must generally be submitted electronically through OFAC’s Reporting System (ORS); reports of unblocked or transferred property may also be submitted electronically to OFAC.
