CMS rule proposal takes aim at Affordable Care Act plan options

The CMS administrator says the rule would lower costs and reinforce accountability, but critics say it’s designed to steer more consumers toward high-deductible plans.

The Centers for Medicare & Medicaid Services (CMS) has proposed a wide-ranging rule making a number of changes to Affordable Care Act (ACA) plans, including expanding the availability of catastrophic coverage and allowing non-network health plans to become certified as qualified health plans (QHPs).
