Canadian regulators urged to embed efficiency, growth, and competition alongside investor protection.

Canada’s financial rulebook continues to lean toward risk and consumer protection while neglecting innovation and competition, the CD Howe Institute said in its second annual scorecard released last week.

The update reported little change from last year and urged regulators to rebalance mandates and publish rigorous, upfront cost–benefit analyses
