CFTC amends rules to make investigations more transparent

The policy shift involves procedural changes to adjudication, settlement recommendations, and Wells notice practice.

In order to reform the Wells notice process for notifying potential enforcement action respondents and establish uniform standards for settlement recommendation memoranda, the CFTC has adopted a final rule revising its Rules of Practice (Part 10) and Rules Relating to Investigations (Part 11).
