SEC proposes to scrap Regulation NMS trade-through rules

Agency says rules do not reflect modern environment and change could generate aggregate annual savings of up to $45.6m.

The SEC has proposed rescinding two central provisions of Regulation Regulation National Market System (Reg NMS) – Rule 611 and Rule 610(e). The regulator argues that both rules have outlived the market structure they were designed to govern and now exacerbate the cost and complexity of equity trading.
